The €30,000 funding threshold and the master’s degree requirement stop most startup founders who want to build in France. Neither applies to them. A second route into the Passeport Talent scheme exists — known as the French Tech Visa — and it rests on an entirely different logic.

What the French Tech Visa actually is
The French Tech Visa is not a separate permit. It is the public-facing name of one specific branch of the Passeport Talent scheme: the innovative economic project route, set out in article L. 421-16, 2° of the CESEDA.
The confusion is common and expensive. Many founders assume a standalone startup programme with its own desk. It is not. You apply for the talent — porteur de projet card, like any entrepreneur. You simply prove something different to obtain it.
What this route does not require
This is where everything is decided. Article L. 421-16, 2° is strikingly short. It covers « a foreign national with an innovative economic project, recognised by a public body. » It mentions no amount. It mentions no diploma.
The €30,000 funding requirement and the master’s-or-five-years condition sit in articles R. 421-33-1 and R. 421-33-2, which apply only to the 1° — the standard company founder. They do not apply to you.
What « innovative » means here
Not deeptech only. French authorities accept any project aiming to commercialise a new or significantly improved product, service or process: technological innovation, but equally innovation in use, process, organisation, business model, marketing, or social innovation.
A marketplace that reshapes a supply chain is innovative. A restaurant franchise is not.
Who qualifies: two ways in
Route 1 — you are already incubated
You have been selected by an incubator or accelerator listed under the French Tech network. This is the fast lane: the structure certifies your selection itself, and the file moves quickly. Dozens of listed structures operate across France, in Paris and in the regional French Tech Capitals.
Route 2 — you are not incubated yet
This is the more common situation, and it is not a dead end. Your file can rest on letters of support from ecosystem players: a research body, a laboratory, a recognised specialist in your field, a partner company, an investor. Two strong letters carry the weight of a label.
Strong means specific. A three-line note from an entrepreneur friend carries nothing. A letter describing the technology, situating the French market and committing its author to a collaboration carries a great deal.
The only financial condition
You must show personal resources at least equal to the annual gross French minimum wage — roughly €22,400 per year, or €1,867.02 gross per month as of 1 June 2026 (article R. 421-34-2 CESEDA).
The difference from the standard route is fundamental: these are your living resources, not capital to lock away. The money does not have to sit in a blocked account. It has to exist.

One body recognises innovation. Every other one builds the evidence, funds the project, or welcomes you. Knocking on the wrong door costs six months.
The process, step by step
- Assessment and positioning. Innovative route or standard route? Choosing wrong costs six months.
- Securing ecosystem recognition. Incubator application, or building the set of support letters. The longest stage.
- Setting up the French company. Articles of association, registered office, incorporation — none of which requires you to be in France.
- Innovation certificate application. Filed on the dedicated portal, processed by DRIEETS Île-de-France. A few days to three weeks for a complete file; several months if incomplete.
- Long-stay « talent » visa application at the French consulate in your country of residence.
- Arrival and collection of the card at the préfecture, followed by the talent (famille) file for your spouse and children.
The certificate is not the visa. The Ministry rules on innovation; the consulate keeps its own discretion over public order and general residence conditions. The consular file deserves the same care.

Incubation included, this stays far below the €30,000 you would have to lock away on the standard route. And these sums fund your project and your support, not a frozen account.
Four mistakes that get files refused
Confusing « new to me » with « new to the market. » Replicating a service that already exists in France is not innovation, however well you execute it.
Courtesy support letters. Who signs matters as much as how enthusiastic they sound.
Filing with the wrong body. The innovation certificate and the « genuine and serious project » opinion are two distinct procedures with two different files.
A founder disconnected from the project. No diploma is required — credibility is.
What the permit gives you
Four years from your first admission, with no one-year interim permit (art. L. 421-8 CESEDA). No work authorisation to apply for (art. R. 5221-2, 5° of the Labour Code). Your spouse and children receive the talent (famille) card, and your spouse may work freely (art. L. 421-22 to L. 421-24 CESEDA).
One obligation in return: notify the préfecture if you permanently cease your activity (art. R. 421-37 CESEDA).
After the permit: your status and your fundraising are linked
Your permit conditions your raise. No investor puts money into a company whose founder could be outside France within twelve months. Legal due diligence looks at your immigration status, and a four-year permit removes the objection before it is raised.
Your raise conditions your renewal. After four years, the administration checks that the innovative project is still alive. A completed round, a Bpifrance grant, revenue — these are the most persuasive evidence available.
Three traps: a badly negotiated dilution that costs you control or your corporate office weakens your status — handle it in the shareholders’ agreement; a pivot must stay compatible with the recognised project; a cessation of activity must be declared.
This is also where Bpifrance becomes genuinely useful: Bourse French Tech, seed loans, the entreprise innovante qualification that unlocks FCPI funds. Almost always a French startup’s first non-dilutive euro.
